solar panel: Crummy Little Solar Panel Chaged Batteries to 28 and One Half Volts

I was surprised to see the panel had made the volt meter rise to 28 1/2 volts. I didn't think it would charge the batteries up that high since I only tested at 28 volts. It must have higher voltage
